1. General Provisions

In order to consciously fulfill the obligation of environmental protection, actively accept social supervision, comply with the requirements of relevant national laws and regulations, and comprehensively improve the sustainable development level of the enterprise based on production and environmental protection, Hubei Jinji Chemical Co., Ltd. organized and implemented the 2023 clean production audit, and launched the clean production audit work in February 2023. We are now publicizing the environmental information of our company’s clean production audit.

2. Basis

Environmental Protection Law of the People’s Republic of China (adopted at the 11th meeting of the Standing Committee of the Seventh National People’s Congress on December 26, 1989, revised at the 8th meeting of the Standing Committee of the Twelfth National People’s Congress on May 24, 2014, and implemented since January 1, 2015) (revised in 2021), Cleaner Production Promotion Law of the People’s Republic of China (revised version), Cleaner Production Audit Measures (National Development and Reform Commission of the People’s Republic of China, Order No. 38 of the Ministry of Environmental Protection of the People’s Republic of China), Notice of the National Development and Reform Commission on Deepening the Cleaner Production Audit in Key Industries (HBKCC [2020] No. 27), and Notice on Launching the Cleaner Production Audit in Yunmeng County Notice on Mandatory Cleaner Production Audit in 2023.

3. Content of Environmental Information Disclosure

3.1 Basic Information

Company Profile: Hubei Jinji Chemical Co., Ltd. is a chemical company that produces electronic electroplating chemicals, additives, pharmaceutical intermediates, and other products. The products are widely used in industries such as electronics, steel, automotive bearings, oil fields, and pharmaceuticals.

In 2016, the company relied on the resource advantages of chlorine gas in Yunmeng County Salt Chemical Industrial Park and invested 48.5 million yuan to build a 6800 ton project of basic chemical raw materials such as methyl sulfonyl chloride in Yunmeng County Park. The main construction projects of the project include Class A workshop, chlorine gas warehouse, Class C warehouse, Class A warehouse, hydrochloric acid tank area, accessory warehouse, public works and environmental protection engineering. It is mainly used for the production of methyl sulfonyl chloride product series, chlorinated vinyl carbonate and dimethoxypyrimidine. The methyl sulfonyl chloride product series adopts the “dimethyl disulfide chlorine gas+hydrolysis+tin displacement” process. The dimethoxypyrimidine series adopts the process of “cyclization of thiourea with dimethyl malonate+alkylation of intermediate S1 with dimethyl sulfate+substitution of intermediate S2 with phosphorus oxychloride+methoxylation of intermediate S3 with sodium methoxide followed by oxidation with hydrogen peroxide”.

Enterprise location: north of No.1 Road (Leigongqiao Road) in Yanhua Industrial Park, Putan Town, Yunmeng, and east of Xinyunying Highway.

(1) Emissions and Control Measures of Waste Gas Pollutants

The tail gas of the methylsulfonyl chloride production line is absorbed by a three-stage graphite falling film absorber for HC1 gas. HC1 and chlorine gas in the tail gas are then treated by a three-stage alkali spray tower and discharged from a 25m high exhaust pipe. The tail gas of the pyrimidine production line is treated by a vacuum distillation system with a ring reaction kettle and an alkali absorption tower, and is discharged from a 15m high exhaust pipe. The tail gas from the hydrochloric acid tank area is absorbed by an alkali spray tower, while the tail gas from the dimethyl disulfide tank area is treated by activated carbon adsorption. The hydrogen chloride and chlorine gas in the engineering exhaust and unorganized emissions meet the relevant control requirements of the “Emission Standards for Air Pollutants in Pharmaceutical Industry” (GB37823-2019) and the “Emission Standards for Pollutants in Petrochemical Industry” (GB31571-2015).

(2) Wastewater pollutant discharge and treatment measures

Strictly implement the measures of separating rainwater and sewage. The production wastewater, initial rainwater, and domestic sewage of the entire factory are treated by the factory’s wastewater treatment station, and the tail water is sent to the Yunmeng County Salt Chemical Industrial Wastewater Treatment Plant for further treatment. The main pollutants at the discharge outlet of the factory meet the inlet water quality requirements of the industrial sewage treatment plant in Yunmeng County Salt Chemical Industrial Park. Chloride is subject to the relevant requirements of Table 1 of the “Water Quality Standards for Sewage Discharge into Urban Sewers” (GB/T 31962-2015) for the limit value (Class B) of sewage discharge into urban sewers.

3.2 Implement environmental risk prevention and control measures in accordance with the law
